La carte is the menu. (Le menu usually means a fixed-price set meal.)

To catch the waiter's attention, a simple Monsieur !, Madame ! or S'il vous plaît ! does the job. The old Garçon ! you may know from films sounds dated today, and many waiters find it rude.
