Lappi — Lapland — is an inner-case place: Lapissa (in Lapland), Lappiin (to Lapland). Watch the gradation: pp → p in Lapissa, but the into form keeps it strong.

And Rovaniemi, Lapland's capital, takes the outer cases: Rovaniemellä, Rovaniemelle. Some Finnish towns simply do — you learn them one by one.
